In the best case, the guarantors of peace between Armenia and Azerbaijan can be the US, China, and Russia. The second president of Armenia and the candidate for prime minister from the "Hayastan [(Armenia)]" bloc, Robert Kocharyan, told this to reporters in Vayk town Monday.
"There is no ‘peace treaty,’ there is some initialed document. We did not say that we will tear it up and throw it away; that is, we will not start from scratch," said Kocharyan, answering the question about whether Armenian PM Nikol Pashinyan claims that new negotiations will "kill peace."
Kocharyan said that this document needs to be supplemented with a number of provisions in order to form a system of guarantees so that Armenia’s peace with Azerbaijan is long-term, stable, and guaranteed.
He stressed that in order to achieve stable and lasting peace, it is necessary to include additional points in the document, which will serve as clear guarantees of security.
According to him, the UN Security Council should adopt a statement and clearly define responsibility for the party committing the violation.
Kocharyan believes that the guarantor countries should be the US and Russia, taking into account the influence of Russia in the region, which will balance interests. It would be very good if the EU were represented by any country. And it would be ideal if the guarantors were Russia, China, and the US.
Robert Kocharyan said that there is no such system for only one reason: Azerbaijani president Aliyev does not need it, he is the strong side, and Armenia does not raise this issue.
“He [i.e. Pashinyan] was glad that he went to Washington, took a photo with [US President] Trump. He sold Armenia’s interests for one photo,” the politician noted.
